Set between 1964 and 2008 in Adamsville, GA, An Ocean Black wrestles with the question of why inner-city black communities struggled following the Civil Rights Act of 1964--something that was intended to protect blacks in America, allow them to thrive.

Following the Little family, Marcus Little, who worked beside Martin Luther King, Jr. in the 1960s, fights to continue making a difference on the streets of Adamsville, a historically black community in southwest Atlanta. Following a great tragedy, the death of Marcus by an act of senseless violence, we then explore the lives of Marcus' two young sons, Luther and Martin Little, as they traverse the unsteady ground that becomes the late-1980s crack cocaine epidemic in Atlanta.
